ABOUT MR. LAPIN
Michael L. Lapin received his BA and JD degrees from the University
of Illinois. Thereafter he served in the United States Army, leaving
active duty as a Captain and Assistant Staff Judge Advocate.
He has practiced law in the states of California and Illinois, and
he has owned and managed as a general partner more than 1.5 million
square feet of retail and commercial property over the past 30 years.
His numerous responsibilities included operational oversight of all
properties, negotiation of leases, management of on-site staff, negotiations
with lenders and interface with all pertinent political authorities.
In Spring
of 1999 Mr. Lapin was retained as manager of Orange
County MCAS El Toro Master Development Program, this immense project
was undertaken by the County to evaluate the acquisition of the large
Marine air station at El Toro for use as a commercial airport. The
approximate annual budget overseen by Mr. Lapin was $10 million.
This position involved the supervision of County planning staff,
consulting companies, attorneys, as well as the interfacing with
federal agencies, including Dept. of Defense, Navy, Marine Corps,
FAA and HUD.
He was a member of the Orange County Airport Commission for 12 years,
having twice served as its chairman. He also served as chairman of
the Orange County Public Financing Advisory Committee.
Mr. Lapin has been active as a leader and member in many community
and charitable efforts, as well as various political organizations
in
Orange County.
He was appointed to the Board of Directors of
the Orange County Jewish Federation, and has received a commendation
from the Orange County Board of Supervisors for his work as president
of the Orange County Chapter of the American Jewish Committee. Also,
Mr. Lapin is a recipient of the Humanitarian of the Year Award from
the Orange County division of the National Conference of Christians
and Jews.
He is married to Judi A. Lapin; they have two married sons residing
in California.
